Look for the most recent drivers possible for this device and install them. Does the exclamation go away and the device start working? If yes, problem solved. If no, then it's more likely that it's a hardware issue.
If it looks like it might be a hardware issue, keep those recent drivers handy and uninstall the device from Device Manager. Reboot and let Windows "find" the device again and install those recent drivers. If it works, problem solved. If it doesn't, then it's most likely you need to replace the interface.
