Walk over to malicious user, get hold of him/her by throat, lift out of chair and beat the hell out of them. Works everytime.

Get Zonealarm from Zonelabs.com and in the security/advanced window enter your lan's ip range and check. Enter the malicious person's ip address aqnd uncheck. This will reject all packets originating from the mailicious use.

While I wholeheartedly agree with Snert's analysis of the problem, I also like both of the other posts as well, especially if you don't happen to know who the malicious user is. If there is someone who is constantly pinging your address or causing some other problem, try and use finger or who is to lookup their email address from their IP, then you can send an email to abuse@theirISPprovidor, who should take care of the situation for you.
ZoneAlarm and sharing passwords are also very good ideas.
If it's someone at the office, refer to answer one, or see your local sys admin to get them kicked off the network

You can always install a program called Black Ice. The only worries you may have is if you have "File and Print sharing available". This this disabled your not even announcing on the network. If someone on your network is running a sniffer (only on hubs not switches) they will pickup and network packets from your machine. Black Ice I believe protects you from such malicous attacks.
