What router are you running? Most of what you have said can be easily achieved using some slightly advanced router config. Just try googling what you need to do with your specific modem...

i have simple ADSL MT880 modem which is connected to my server as bridge and wimax is also connected to server as NAT. No specific router is between CPEs and server.

I want only a software based(server os or any distro) solution for my requirements as mentioned.

Thanks for Reply.

Ok, I see what you mean. I am a systems administrator and I have never heard of any software to do this. Doesn't mean it's not out there - you may just have to keep searching.

All the best.

I don't know about any software solution to suit your need, but dual WAN router might be able to meet your requirement. You can try to google dual WAN router and learn more.

In addition, if the router supports Quality of Service (QoS) feature, you can use it to limit the bandwidth usage of computers based on IP address, mac address, application, etc.

Hope this helps.
