help connecting users different net connect

Specs: Windows XP
i want to have a local server in a building
connected to all the users(about 300) in the
building (ie
anyone can access data from the server).
but the building is having 8 floors and each
floor is having a seperate 512kbps line(all
users on
one floor connect to internet through that
512kbps line).
so how should i work to connect all of them to
local server and also they can use their respective internet networks.
i am a little new to networking
help will be appriciated

This isn't something you can do no matter the quality or amount of advice given here.

Hire a local proven network tech/engineer locally and have them look at your project.

Some aspects of the project to be aware of:
wiring to join floors together
ip addressing/routing between floors
location of server
network and server security
network and server redundancy

Sure looks like a homework question.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

no its not a homework question
actually i want to host some high quality videos locally on that
i will hire some guy to look to issues like wiring and deciding
server location . but i cant hire some highly qualified
professional (due to funding issues) so need to design the
solution myself

You will need a router with enough ports to handle every floor you want connected. You will need to hire a router guy.

Way cheaper to burn dvd's and hand them out.
