Generally routers do have DHCP server running.
So you have to configure your PC to get IP address and DNS server automatically.
You then should get a valid IP address from your Router.
After that, click on Start / Run and type in cmd, to open a dos box.
In this dos box, type in
ipconfig /all

Now you should see a list of values.
One is named Default gateware.
The IP of the default gateway is the IP address of your router.
Now open a web browser and type in the IP address of your router.

That's it.
Configure the router for your needs.

which i have done but i still can't connect to it

I meant your AP.
The D-Link DWL 7100 AP is a wireless router/Access Point.

However, what is shown, when you type

ipconfig /all

in a dos box.

Maybe the ip address of your AP has changed.
So I guess, your standard gateway should be the AP.
Therefor the command ipconfig /all.

So the IP 169.254.236.51 shows, that there is no DHCP server found, that gives your machine an IP address.

There are several reasons for that:

1. DHCP in router is disabled
In this case, use a manually configured ip address at your PC (e.g. 192.168.0.10) and try to ping the routers address (e.g. 192.168.0.1)

2. Connection cable is corrupt
In this case, give it a try with another cable

3. Using wrong port at the router
Make sure, that the cable is plugged into a LAN, not the WAN port

4. Routers configuration is wrong
Try setting the router to factory defaults

5. Router is corrupt
Time to say googbye to that router

Make sure you're not trying to use the crossover cable to connect to your router. Also, it's not required to directly connect your AP to your PC.

I've setup a bunch of AP's lately and in every case I've set my NIC statically to an IP in the same subnet as the AP's default. In your case above, I would go with something like 192.168.0.10

No Gateway IP is required and ensure you use the same subnet mask on both (255.255.255.0)

Once you've connected it physically to your PC with a regular patch cable (not a crossover) you should be able to ping it and then access it by http

If you still can't access the AP via http or ping...try resetting it to factory defaults and then try again.
