I have a cable modem, and the computer that is sharing the internet connection with the server can't be seen from the outside. Is there anyway I can configure this so that i can use things like Netmeeting on the second computer

On the gateway computer, you can install winroute (tiny.com) to share your internet connection as ICS do. But this software have port forwarding features. This is what you are looking for.

Then configure it to forward all all trafic for a specific tcp port to the proper LAN ip.
