Group Policy does nothing on Client

I am really new to Server 2003 so hopefully I am missing something simple. The problem is that Group Policy is not taking affect on the client in my 2 computer setup (1 Server –TestServer, and 1 client—Client).

Specs:
User Root in OU Scripts

GPO in Scripts that:
Maps a network drive
Redirects My Documents to a Network location

GPO Settings:
Enforced: No
Link Enabled: Yes
Status: Enabled

On the Client:
Win. XP Pro
Root logs in and GPO doesn’t take affect
Run GPupdate.exe /force from command line
“This is not a recognized internal/external command”

Server
Server 2003
Root logs in and drive is map and documents redirected.

GPupdate is run on the server after every change is made and the refresh time on the server is 5 minutes and the time for the clients is 5 mins with a random setting of 1 min.

If I am missing anything that is needed let me know and I will post it. Thanks
