got WN 3000RP NETGEAR wireless Range extender cannot connect

Specs: Windows 7
Got Net gear WN3000RP wireless network extender cannot connect to home network

My system:-
Wndows 7 Premium
Cable Modem EMTA model DPC2203C BRAND Scientific Atlanta
Router Wireless-G Router Net gear WGR614v9

Cannot download smart wizard to install
Cannot access which which the manual advises to go to for installation
connecting the extender directly to another laptop error message "device not recognised" cannot connect to the internet.
Can you please help as I am not very computer literate.

If it were me, I'd make sure the configuration on the extender was set to factory defaults by resetting it according to the manual. Then I would try to connect directly from a computer to it's management interface. If you're unable to, it would suggest your new device is "bad out of the box" (not an unusual happening) and I would take it back to wherever I purchased it and I would exchange it for a different one.

While I haven't worked with much netgear equipment, I've never found it necessary to install any propriatary software to configure a router or access point.
