Server is the domain controller, 100meg ethernet. FTP transfers (from server to client) are limited to 200kbps, via internet or lan. Same machine with different os worked great (600kbps internet, up to 9mbps lan) I have added the TcpDelAckTicks into the registry and set the value to 0, still have the same issue.

I assume you mean command line ftp.
since you know the same machine can go faster then it can't be the lan/wan or server or switches.Use filezilla portable edition to see if works better.

I have used different ftp server programs, including the built in ftp part of IIS. I have not tried command line ftp client, because there is no progress indication. I have tried fireftp (plugin for firefox), cute ftp and one other one I can't remember the name.

We are still back to the OS part which includes firewalls and nic drivers. Might want to see event logs and also setup a performance monitor to see if your system is being taxed. See also task manager for network speed reports.

I forgot to put in there that explorer transfers between the server and any workstation are at normal speed (8-10mbs). I'll setup the performance monitor and see what it says. During ftp sessions, the task manager only shows 2% usage on the network tab. Also, it seems that uploading to the server is running at normal speed, only the download from the server is limited to ~200kb/s
