Go to start>settings>control panel>add remove programs> then select add/remove windows components. From there you can install IIS this will install the FTP server you want.

No don't open the security hole that is IIS. Use a third party client like blackmoon ftp.I run this prog and it is the best ftp server i have seen so far. It is also specially designed for 2000/xp www.bmftp.com
