Hi,
I have 2 computers sharing a DSL connection from a netgear router. I am trying to set up a FTP Server on 1 computer but am not sure what to set the IP address to for the FTP since it is a dynamic connection.

got to control panel | networks and set the IP address of the FTP server to a static ip. This should be in the 192.168.1.x range for most home-use routers. Be sure to set the default gateway to the routers IP address and the DNS servers to the one provided by your ISP.

Go into the router configuration and setup port forwarding. Enable TCP ports 20 & 21 to be forwarded to the static ip of the FTP server you setup above.

Dynamic DSL connection doesn't affect the way you set up your FTP server, although you do have to update your ip address to your friends (by e-mail or phone) when your dsl-IP changes from time to time.

Excellent answer from Applejacks, I would just add that rather than having your friends update your ip address, subscribe to a inexpensive or free dns forwarding service, such as dyndns or dns2go. Both work splendidly and provide the ease of use you are looking for.

Also, just to answer your initial question: the dynamic address you get for the internet connection doesn't apply behind your firewall (ie. router). It supplies ip to the router, and you supply ip inside on your lan, with as mentioned above, the dns address of the isp.
