I'm trying to connect to an ftp site, and it gives the message "Could not login to the FTP server with the user name and password specified."
Do you know if I have to email the owners of the site to get authorization to access their files?

If they don't support anonymous login's on their ftp site and you don't have a valid user account on their domain I would start by emailing them yes...

I tried other ftp sites to see if I could connect to those before I would email the other site to get authorization, and it didn't work with most of those either. I did see somewhere on the web that IE, the kind of browser that I use, could be the cause of ftp connection problems, but I've tested it with an ftp program also. I'd very much appreciate if anyone of you would try one of the sites that I attempted to connect
to, and would post your results. It's apparently a software site at ftp://24.7.5.91. I'd ask you to try the site I attempted to connect to initially, but it's a personal site. Thanks so much in advance.
