ftp accepts conns only from Sweden

Our groups ftp server has started to accept connection only from its home country of Sweden (both ftp and fxp)It went down for a while, then when my friend got it back up it started to exhibit this strange behaviour. We have people all over europe and the usa and england who now cannot connect. Anyone have any answers to this bizzare puzzle ? ps: I cannot get a ping from the ip either.thanks.
