Hi,
I have a Linksys router hooked up to a cable modem. My computer is hooked up to the router with a static ip address. I have the router set to forward port 445 TCP/UDP to my computer, and Windows firewall set to allow ICMP incoming echo requests. However, my friend can't ping my router from his house over the internet. Any general ideas on what might be preventing this? Thanks.

Does you router block pinging? Does your computer run a service om the ports forwarded? I hardly ever use ping. If the service is running your friend should be able to log on.

There's nothing on my router that explicitly says it's blocking ping. Also, if I do a netstat -an, for port 445 I have...
which would indicate the port is not in use by another program. I'm stumped as to why he can't ping my router.

Your ISP may be blocking pings at the gateway. Have him run a Traceroute to your router's IP address instead.

Why are you forwarding TCP/UDP 445 to your internal LAN? Are you using Windows File Sharing/NetBIOS over the internet? If so, I would make sure that you are running a specialized firewall that allows incoming NetBIOS from certain IP addresses only.
