Forcing computers to renew their IP

Well, I solved my last problem, now I'm looking for a program that can send the DHCPRENEW message to force hosts to renew their IP addresses. I can't seem to find one, I wondered if anyone here might know of one. If someone could point me towards the packet protocol I could write it myself, too.

I'm not looking for a DHCP server that allows you to do this, I'm looking for a standalone utility that can send the renew message.

Any ideas?

Why not just reduce the lease time on the DHCP server(s)?

Once the lease is up the IP address goes back in the DHCP pool, and forces the hosts to have to renew their IP addresses.
