Are you using what is normally considered a home Internet Service Providor, like Road Runner/BrightHouse, or is it a business account where they expect and allow you to run servers on their network?

Some Internet providers like BrightHouse have stopped letting SMTP traffic travel outside their networks unless it goes through their SMTP servers first. This is an attempt tp crack down on spammers operating inside their networks. If this is your case, then you merely have to configure Exchange to use a gateway for outgoing mail, and make it your ISP's SMTP server.
