I got my computer last year and since I got to school I've been using ethernet. te problem is that I can't turn my computer on while it is plugged in. If I do my computer starts in Safe Mode. When I plug the ethernet in after the computer is on I keep getting a pop up message that says there is a conflict between my IP address and the system hardware address. When that message comes up all my internet connections are disconnected and I can't do anything.

Normally if you see this error there is another computer on the network with the same IP address and it will state there is a conflict with Hardware address (address name) if you check your hardware address I am sure it will not be the same as the one listed on the error meaning somebody else on the network already is using that IP address

it may be that you have a static ip on your pc that is reserved on the network for a particular mac address - the hardware id of the network card.
if you have got a static ip on your pc then make it dhcp or a valid static while you are off the network. if it has no static entry then at a command prompt type:
winipcfg /release_all
