Error in sending email

I tried send an email to a foreign University and it comes back "Server Name" said : 550 Denied by policy. Sender is on DNS-Based RBL.

Any idea what this means?

It means that either you or you ISPs Mail Server is on a Anti-Spam Blacklist. Speak to your ISP or E-mail provider.
