error 650 while using VPN

I am attemting to set up VPN on my windows 98SE Compaq Presario 1277 laptop. I am trying to connect to a Windows 2000 server running PPTP. I get the following error during the verifying account stage:
Error 650- THe computer you're dialing in to does not respond to a network request. Check your server type setting in the properties of the connection. If the problem persists, check with your network Administrator.

I checked the properties and there is no choice on server types. It just has PPP selected. I've checked with the Network Administrator and he said that he has never been able to successfully setup a 98 pc for VPN. No explaination as to why not. Does anyone have any suggestions?

I must add that the connection to my ISP has already been established through dial up. The error comes when I try to connect to the VPN.
