Enabling ICF or NOT

i m using my PC as ftp server on internet if i enable firewall then no body is able to upload anything on it and if i disable firewall then the wormblaster worm32 comes in a second and computer starts shutdown in every minute i am also using norton antivirus 2004 but all in vain
i have also tried the advanced settings for my LAN card for enabling ftp server in firewall but the problem remains the same

plz help me if u can

You might just want to disable XP's ICF and use a more configurable firewall.
