The PC in question has connects to the internet via the HUB?

If that's the case. The only port that needs to be opened is the port on the PC in question. To do that you go into firewall software and set it up.

But if that PC connects to the hub and then to the internet. It would have to have a static IP because there's nothing providing DHCP service. If you have automatic IP then you must be connecting to the internet via the router. The router would be the device providing the DHCP service.

I'm a little unsure on what to advise given the fact that how you connect to the internet is not entirely clear.
