dynamic ip can't be seen

I use a dialup ISP, so I get a dynamic ip.
The ip can not be found from another PC on the inet.
I was told that this is because the ip is only valid within a 'private subnet' [?].

Once you're connected to the internet, open a command prompt window and type ipconfig /all. That will show you your IP address. I'm betting you could then message someone else on the web your address and they could ping it. At least my dialup works that way.

CurtR is right. The IP address you get will be a public address accessible from anyone on the Internet, not a private address. The address you get will be one of a block of addresses allocated to your ISP.
The only way you computer will get a private address is if you are going through NAT (Network Address Translation) via a router.
A good reason for making sure you have a firewall, even on a dial-up.
