I usually use routers to set-up a DSL connection. But, I have some friends who work in a company which has about 15-18 employees whose LAN is connected through a switch. They want to get internet access using a DSL modem. Is it possible to get internet access with a single static IP for all 15-18 users? Or do I need to use a router to resolve this.

Definately need a router. The only way you could set this up using a switch is if your ISP gave you a pool of IP addresses and all workstations had static IP's on the same subnet and network with the DSL modem as the gateway.

I'd highly recommend using a router (and enabling NAT), and also implementing a firewall. With all the BLASTER worms and such floating around without some sort of firewall once connected to the internet your almost imediately infected and your internet performance will suffer.

Usually DSL service providers hand out a pool of like 4-5 static IP's. I recommend using one of these and masking everything else behind a NAT router. Any hosts that you need to access publically can be mapped to a public IP address using a cool thing called "server-mapping" available on most routers.
