Dryloop DSL - home phone

Specs: Windows XP, 2.0/512
I have a naked(dryloop) dsl line and I wanted to order a phone line but when I pick up the phone there is a dialtone but it doesn't dial up to the local phone company. Before when I didn't have the dryloop dsl when I would pick up the phone, it would give me an option to press '0' or something to order home phone line from the local telephone company but now with the dryloop dsl there is a dialtone but it doesn't dial numbers but also it doesn't let me order phone line from local phone company like before. Does anyone know any other options to get around this? I know I can call them from another phone but just wanted to know if there are other possibilities?

dryloop by definition means no phone service.
