Does enabling WEP on a wireless network slow down the transfer speeds? If so, is there a speed difference between 64 bit WEP and 128 bit WEP?

I'm sure it slows it down a little , anytime you have to encrypt or dekrypt a packet this will take time so it will affect it a little though I can say I have seen very little on my router . There is very little difference between 64 and 128 WEP . WEP and mac filtering are basically your only security measures on these low end home routers so don't think about not using them , this will leave your whole network wide open . Also make sure you are not broadcasting your SSID .
