DNS server change increase speed ?

Dear Helpers,
I have cable connection. I have a cable modem and it connects to the pc via a LAN card. IN the Network Neighbourhood properties, selecting the TCP/IP properties of the LAN card comes a tab named "DNS configuration". It has a DNS server field.It has two entries. In the order -
201.87.149.30 10.0.0.2
the 10.0.0.2 is the proxy server. when I ping 201.87.149.30 its slow. but when I ping address like 201.87.149.28 or something else its fast. so I changed from 201.87.149.30 to 201.87.149.28 and restarted the computer and it seemed my net speed is a little faster. I guess the ISP gives different number to different groups.
Does changing this DNS number increases speed? If I add two or more DNS will it work? Will my ISP detect it if I change DNS or use two or more DNS.

10.0.0.2 is whos proxy server? that IP address is not routeable It would never go any where other then being used for a internal address.
If you dont enter in the corrcet # to a DNS server it wont work at all. Yes diferent DNS servers can be faster depending on how many nodes/hops they are from you and the speed between them.
(IE pinging a DNS server i get a Time=305ms delay, yet pinging a diferent DNS server I get a Time=45ms delay. I would use the 45 one anyday before using the 306.
