Should be a simple question/answer but i am not a network guru.
i want certain computers on my network to have internet capabilities turned off. but i still want those computers to have connection to the rest of the network.
I know how to set up a fake proxy and diable it that way but i am sure there is a more correct way to do this and should be less detectable.

If you have a router, assign each PC a static IP, then log into the routers configuration menu, and block access to port 80 to the IP's you dont want to give internet access.
