Your neighbour may have bought a new router and using same channel as your's is currently using, that would cause problems with wireless signal.

So try changing the wireless channel on the router, using it's web-based configuration utility. The default setting is usually "Automatic" which in theory should continuously adjust to the clearest channel, but in practice does not always work.

Setting the channel manually to a high number often helps.

Assuming, you're connected to your router wirelessly, open the web configuration utility in the internet browser (Firefox / Internet Explorer or whatever), to check, whether the router itself can access the internet first.

Login as admin.
Click on Tools tab from the top menu.
Click SYSTEM CHECK in the left pane.
Do a ping test to e.g. google.com.

Post back the result.

Using the pc/laptop that connected fine if using the router, connect it to the router with the router connected to the modem via its wan port.

Go into the wan setup page and choose "clone mac address" or similiar.

Your isp has registered the mac address of your pc/laptop. For the router to work it needs to have that registered mac address. This is how you do that.
