Statically assigned IP addresses are assigned by whomever administers the computer. DHCP (dynamic host configuration protocol) automatically assigns the IP address to client PC's from a DHCP server.

so what curt basically means. For internet use (not inside your network) Static means You are given an ip address from your isp (internet service provider) and you stick when that same ip all the time while Dynamic changes, your ip is automatically assigned by a dhcp server (from the isp) and the ip will change every once in a while from logging on/off
