dial up modem won't always connect

Specs: Windows 2000
I have two pcs not connected other than keyboard and monitor. Both have identical USB dial up modems. I PC running Windows XP connects every time, the other running Windows 2000 connects only sometimes. Like this morning it connected on the third attempt and I was able to move a lot of files. When I tried again later I got five attempts and then "no answer".

what are they connecting to?
single phone line?
if you swap the modems, behavor is the same?

They both connect to a single phone line. I have swapped them and the behaviour is the same.
What I can't understand is why it should work on certain occasions and not on others. I have tried connecting with the other modem on the other PC to see if it was a problem with my telephone line or ISP but that computer connected.
There was no change to settings between connecting and not connecting. I just don't know what else to do.

Did you disconnect the modem from the problem PC and connect it to the other computer? If so, did you then have trouble with connectivity on the other PC? Did you take the modem from the computer with reliable connectivity and try it on the problem PC?
