dhcp issues

We have a windows 95 pc(dell) and when we connect the pc in one part of the office it gets a DHCP , and everything is fine. When we go to another floor of the office and plug it in it just comes up with a hybird node and an address of 0.0.0.0.
When you try and release it a message comes back saying that it is already released.
When you try and renew it it does not come up with a DHCP address, it just stays at 0.0.0.0

I have checked the cables, pinged the loopback adapter, and pinged the dhcp server. All that is fine. I am at a loss.

Are any other machines on that floor able to get an address from the dhcp server?

How can you ping the DHCP server when you have no IP address? Did you try assinging a static IP address to see if you can then access network resources?

The ARP is not refreshing. Basically the ARP server on the DHCP remember the MAC addresse from the previous locatiuon, you need to flush the ARP table do release the MAc addresse in order that the DHCP will release the MAC addresse a new IP addresse to the new location.
