Dhcp ftp server-how-to?

I would like to know all about dhcp servers, i cant seem to find a simple explanation of the basics about how to make one. someone should be able to explain in a way, that can be used with all OS's .
i know the difference between dhcp and static ip. my isp gives me a dhcp, but they said they'ed give me two, and those are for two seperate computers. but what people tell me is that you need a static ip to get a server. all i want is to have a simple ftp client that can work with win98, all i can tell my buddies to dial in (type in my ip address) from a webbrowser. then, they can choose the files they want to download off of me from a folder i selected to put the files in. this seems pretty simple. what i have done so far is registerd at www.dyndns.org and gotten an ip thing. what i did was register for a static dns. this is the info on the site:

when i do a winipcfg it said my ip is
70.69.176.249
what do i do from here to get this little ftp server to work? is there anything else i need to ad, could someone explain how the dns thing and the dhcp and the static ip is gonna work to get this ftp hobby server to work.

If you are using s static IP address you don't need to worry about DHCP servers. Besides it would be your ISPs DHCP server you would be communicating with.

I tried connecting to your server using IP address 70.69.176.249 and got a connection but with the error "Windows cannot access the folder. Make sure you type the filename correctly and you have permission to access the folder." So the IP address is fine.

I also got a connection using ftp://ftp.mr-x.is-a-geek.net with the same error. So the DNS part appears to be working.

So it seems to me that it the way you have your FTP server configured. Have you configured a default folder for your FTP server? Does it require a password?

actually i did not set up a software ftp server yet. that's what i was hoping, someone would tell me one that is freeware and can be easily set up. but- i need to know which things to add (like ip, which place) in the program. the farthest i have gotten to is just registering for the static ip thing, which i hope was a good thing to do. now what step do i do after this to get an ftp server running? thanks for your reply Stuart.

im not sure if i am using a static ip, because the cable modem is DOCSIC 2.0 and all i did was get that dns thing. you can add me to msn to make it better to chat.
