datacard blocked?

Trying to help a friend out.

He has a datacard that works fine unless he's at a particular set of truck stops.

These stops have their own WiFi network and he says his datacard seems blocked when he's within range of their network.

He's seen others with the same datacard & carrier that have no trouble. They tell him there is a way to remove something or unblock something that will allow him to use his card instead of buying into their WiFi network (it isn't free).

Any ideas?

The datacard is from Franklin Wireless and his carrier is Alltel.

His point is that he already pays a monthly fee for his data card and doesn't want to pay another fee for a wifi. He doesn't want to do anything illegal but others tell him there is a way to use his own card in these circumstances. He is paying for network service, he isn't looking for anything free, he just wants to use the method that he's already paying for.
