Crazy download speed fluctuations

Specs: Windows 7
I'm currently at Malaga, Spain, my internet provider is Instanet. Since I live in rented apartment and my landlady don't really care about my internet speed I cant change my ISP or contract. I use ZTE IX380 wireless router. I have following issue: my internet download speed is very slow (approx 5kb/s), but with almost clock-like precision every hour it goes drastically up (approx 350kb/s), but this state lasts for like 2 minutes and then we are again down. Interesting is that after this 2 minutes of speedup i have to pause download and resume it, to get low speed again - if I don't do that, download just fails. This speed fluctuation affect only downloads, and some other apps like Steam or Torrent, but others are not affected - speedtest.net gives me around 8Mbps result... My question is - can I do anything to change this ? Just out of curiosity - why internet download speed fluctuates every hour ?

That is a strange problem. What I would do first is try to isolate the problem. Determine if the problem is from your ISP or if it is with your own equipment. Remove the router from the equation. Connect your PC directly up to the cable modem and see if you experience the same problem. If you do not, then your wireless router is faulty and requires replacement. If you are experiencing the same problem, then you need to contact your ISP and have them come look into the problem.

Can't eliminate router, since it's also wireless modem, but tried to connect PC and modem with wire and no change occurred. I also tried another browser - more specifically chrome (originally I use firefox) and it was the same...

Has this always been an issue or did it start recently? Has anything on your system or network changed since you started noticing the issue? You may want to check and make sure there are no scheduled tasks that could be doing something every hour. Are you running AV? If so try disabling it.
