PHP is a dynamic preprocessor while HTML is a static document. First, decide whether it's even possible to convert the PHP to HTML then worry about how it should be done. If you need the content to remain dynamic, try ASP instead, but you'll probably run into the same problems with the provider.

The quick way to convert PHP to HTML is to install linux on some machine (say a 486) with apache. Install PHP 4 (compile PHP then edit httpd.conf in the apache directory). Then run the site from the linux machine. To get the HTML, right click on the generated page and save the output.

I think PHP also comes in a .exe version for use with NT. This may also be a useful tool.

Check www.php.net for more info.
