Connects to ISP, but nothing works

I am able to connect to my ISP but nothing (IE, telnet, ping, Outlook..) connects. I have the connection icon with two computers in the systray, it shows it is connected but only one (the bottom) of the 'lights' lite up. This occured after downloading a usb update from the microsoft website. Any help will be greatly appreciated. Thank you.

What kind of dial-up connection do you have to the Internet.
Also what kind of device do you connect to the Internet with?
Of course if you have a USB ADSL modem and you've just applied a USB update, that could be a distinct area of concern. Anyway the answers to the above should help people direct their help better.
