Connection speed is slower than before.

Specs: Windows XP SP3, 2.20Ghz/1024MB
I have a 512 kb/s connection with a an average download speed of 50 KB/s. A week ago, it slowed down to just 13 KB/s and it wasn't just a case of a slow server since everywhere I download is capped at 13 KB/s.

I already did the following:
-Virus/Spyware scan
-Registry scan
-Check speed on speedtest.net
-Check other people with the same ISP and connection if they also have the problem.
-Disk Cleanup and Defrag (It did boost my PC's performance though.)

I also noticed that sometimes when I download using DownThemAll (a download accelerator and manager), I notice these "spikes" wherein the speed would return to 50 KB/s and back to 13 KB/s.

Are you behind a router? If so, remove it from the network and connect the computer to the modem directly via USB or Ethernet. If you have the same problem, the modem may have a problem.

You said you ran a speed test. Are the test results the same as they were before you noticed the speed decrease?

Try on directly connecting your computer to the lien instead of connecting to the router.

We have 2 routers of the same brand and from the same ISP so I don't think the router is the problem.

Well we haven't tried it yet right. But if you don't want to do that let's try something else then. Are you running any updates while surfing the net?

No. Not even IMs.

For Rayburn's question, speedtest.net says my speed is at an average of 400-500 kb/s before the speed decrease. Now it reads 100 kb/s.
