Can one connect a USB printer or scanner to an Ethernet via an adapter?

Network adapters for Printers are notoriously expensive. Your best bet would be to share it across the network from the machine that it's connected to. Enable File and Print sharing in Network Properties, then right click on the printer in "Printers" and select "Sharing". You can then share this resource like any other on the network.

You may be able to share the printer, but you cannot share a usb scanner on a network.
