All of a sudden a new connection is available called "NETGEAR" We have a linksys router which I unplugged but I'm still able to connect to the internet using my wireless card through this netgear connection. Am I connected to a neighbors wireless network? Again, my router is unplugged. How is this possible???

Well, a wireless router will broadcast the signal to any where in the cover radius. If it have not been protected and secured, anyone can connect to it as part of the network just like the radio broadcast. Here are some thing you can do to prevent un-expected user connect to your wireless network:
1. use WEP as a connect key. 2. Add the MAC address of allowed NIC to the allow list on your router configuration, so only the one on the list will able to connect to your network.
Goodluck

Hey its free internet, Its every war drivers dream to have those unencrypted access points. chances are that when connected, you typed the IP address of your defalt gateway and gave it the username/password of admin/admin you could probably login to their router and see whats up with it.
