Connected but can't browse!

Hello all. I have the most exasperating problem: my adsl connection between USB modem, through phone line, to ISP is "connected". I can also see on the modem pop-up that there is data being transferred and received, presumably by my ISP. However, I can't browse the internet, use P2P software, enact software updates or anything that requires an operational connection. After 2 hours on the phone to ISP "advanced technical team" tryin all the DNS, proxy, firewall, winsock.dll and anti-virus settings, it still won't make the leap. They told me to "ask microsoft"! Any ideas?!?!
