Is this a workgroup or a domain?
If you have other clients that don't have this issue, open a command prompt window on one of them and on the problem PC (ie: Start >> Run >> type cmd and hit Enter)
Once open, run the following command on both:
Compare output. The only thing that should differ from one client to another is the actual IP of each PC. The rest of the settings should be identical.
