i need a traffic monitor that shows me the traffic per application. my problem is that each month i have 2 traffic limits. one is for the internet and one is for the local traffic with neighbour networks. all traffic with neighbour networks is done through dc++ or odc.

You need something like a Packeteer which can monitor traffic per application (actually it monitors the ports associated with known applications, or defined ports associated to applications). You can even apply bandwidth to the applications - it, and other appliances like it are generally termed QoS (Quality of Service) devices. However - they ain't cheap. But I've not known of any SOHO (small office/home office) appliances that provide the same type of monitoring.
The "poor mans" solution would be to use a freebie sniffer like tcpdump or Ethereal, etc. (Ethereal man myslef). It will give you all the ip addresses, ports, and a lot more goodies if placed in the correct spot.
