Closing ports with Tiny personal firewal

I recently installed Tiny personal firewall on my system, and checked it out at GRC.com, only to find that two ports were open to the world. 135(RPC) and 139 (Net BIOS). I set up a filter in the firewall that closed down 135 without any problem, but when I tried to close port 139, I found that the port was still open. Can anyone explain to me why that is, I created exactly the same type of filter to shut down the port, but no dice. Is the port being held open by something (I am running Windows 2000 with SP2, and all the latest critical updates. Thanks for any help offered,
