cisco 2514 problem

cisco router problem
I telnet to my cisco 2514 router and it shown "router(boot)", it seems that the router in the boot mode (rom) and the run and start config are not the same. The sites is in non-office hrs so that no one can reboot the router to go to boot mode.
(1) can i go to boot mode from "reload" the router.
(2) can the router still working properly when it is boot to "rom".
(3) do anyone have experience in my case.
(4) do i need to change any hw to fix this problem.

Sounds like either the config register is set to enter boot rom mode, or you have a damaged or non-existant IOS image on the router. First check the config register by issuing the command o command. Just type o and press Enter at the > prompt and record the current value of the configuration register (usually 0x2102, or 0x102). If it is anything other than those (such as 0x2142) then the router is instructed to enter boot rom. You can change the config register by issuing the following command: o/r 0x2102 and then press enter. Then reload the router and it should load from flash. Good luck.
