Is there any way I can use a Cisco 2509 router with ISDN/BRI? My router guys say no.

Your Router guy is correct. There is no ISDN/BRI WAN Interface for the 2509. You'd have to go to with 2503, 2504, 2516, 2520, 2521, 2522, 2523, 2524, 2525 for S/T or either a 2524 or 2525 for U.
