Checking which services are allowed

Iam connected on a local area network. the server (192.168.0.1)is running windows 2000 + Microsoft ISA server. Iam using a Client (192.168.0.44). WHen i try to use a downloading software it gives me the following error "HTTP Error 504: Proxy Timed OUt" What might be causing this problem. Does this have to with some deamon running on ISA server? how can i fix this problem?
Note: The problem is not affecting my browsing. Only when i use certain softwares like Download Accelerator Plus or Bittorrent Clients...

thnx for the reply Blin.. is it possible to unblock download.. which rules/services would have to be allowed? iam really new to all this ISA server stuff and need some good info. furthermore is there some tool/software to check what services are being blocked by ISA server?
