MY college limits bandwidth for indiviual things. For example i can 30KB/30KB when i surf the web, but when i play an online game such as counterstrike the bandwidth is unmeterd. Is there anyway i can change IE's (or Firefox's) port from 80 to something else so that i can get unmeterd bandwidth for viewing webpages?

No, you can't do that.
It's not "IE's" choice which port to use, it's the remote servers' choice. And since all web servers use port 80, sending a request to any other port will accomplish nothing.
One way to get around this would be to gain access (I'll leave how up to you) to a proxy server outside your college network. If the proxy accepts connections on an unthrottled port, you can redirect all your web requests through it and get around the local throttling. Of course the proxy server would have to have a connection at least as fast as the 30k you're getting no to be of any benefit.
