Is this actually possible to change my IP address from China to Malaysia? If so, how?

If I understand you correctly, No.
Your IP address is assigned to you by your ISP. This might be a static address or assigned dynamically. This IP will always be one that has been assigned to the country you are in. You have no choice in this. If what you wanted were permitted it would make internet routing virtually impossible.

There is only one way to change you IP adress to Malaysia: Move to Malaysia.

Or to put it another way, the only way to get a Malaysian IP address is to subscribe to a Malaysian ISP and to do that you need to be in Malaysia.
