CGI, in Apache on Win98

I'm trying to run an HTTP server from my computer. I am running Windows 98SE and Apache 1.3.12. The server works fine except that I can't seem to get CGI to work. I know that Windows doesn't come with a PERL interpreter, so I downloaded one and installed it. I made sure the first line of the CGI file pointed to the perl.exe file and then made all the necessary changes to the httpd.conf file. I tryed to access the CGI file through IE but I got "The page cannot be displayed" error, and not the Apache 404, or 500 error that is so typical. In the error log file that Apahce creates there is no evidense that anything has gone wrong. Does anyone have any ideas on how to get this running properly? Also... anyone know what the command line switch is to see which mods you have compiled?
