I have run 450' of cable with undereground cat5e cable
Works great - built a 200' cable off same spool as other, everything on cable tester says it is a good connection, but cannot connect to internet.

That's a surprise considering maximum segment length on a Cat5e is 328.084 feet (100 metres).
I suspect the issue you're having may be due to the length of that cable. While it may test ok and show it's connected ok, I doubt it could pass a certification test and I wager you're getting a lot of signal degradation and/or attenuation over that link.
Where are you plugging in this 200' cable and where is it in relation to the rest of your network. For example, what I said above would likely be true if you have the following setup:
internet >> router >> 450' cable >> switch/router >> laptop

I failed to say when it doesn't work, it was plugged into the router and no other cable
I planned to use it from junction box to another computer off the 450 run.

You need to sweep it, normally a time domain reflectometer or network diagnostic tester to determine quality.
